As stated by Anthony, ArcGIS Server does not have a de-authorize process and the expectation is that if you were to use the authorization on a new system that you would then go back to the old system and remove the software from that system.

You may also go into your IIS and access Server Certificates and then Create a certificate Request and submit this to your signing authority then import this into IIS and bind it to your port(s) being used

May I ask why you are rebooting the ArcGIS Server? Typically this behavior happens when you are set to Automatic (Delayed Start) and all of the services are trying to spin up to run. Also how many of your services are set to minimum instance of 1 (or More)? These are the services that are going to start-up with the server.

What we can do is to log into the ArcGIS Server Manager and then access SIte, Web Adaptor and remove the web adaptor there. Once we have verified that there are no more web adaptors registered with the ArcGIS site, we can proceed to install the new web adaptor. As we were able to perform this Colin, by removing any remnants of the previously installed web adaptors, we were able to install and configure a new onw.

What are the issues you are experiencing Collin? When you un-install the web adaptor from the system, did you verify that the directory created from the web adaptor was removed before installing the new one? Are you installing as an administrator on the web server machine?

Dan, As you can see based off the link to the documentation that Joe sent you, Windows XP is not a supported operating system for ArcGIS Desktop. This does not mean that it may not run on Windows XP it means that we have determined that the Windows 7 and newer have been verified to run ArcGIS Desktop. I hope this helps.

You can use the hostname of the License Server Administrator or the IP address. On the system that is running License Server Administrator you can click on the Start button if applicable and then right-click on Computer and select Properties. You should find the name under Computer name. You can also open up a command prompt on the system running the License Server Administrator and type the command hostname and enter and this should display the hostname. I wanted to take a minute and talk a little bit about the License Server Administrator. AS you know this is used to provide concurrent use licenses to clients as needed. I always try to stress that this should always be running the latest version available. The reason being is that the License Server Administrator is backwards compatible, meaning that if you have installed License Server Administrator 10.3 on your system then this can provide licenses to version 10.3 Desktop software and also to previous versions. Some people are under the impression that since they are authorized for Desktop 10.3 products that ArcGIS Desktop 10.3 can be installed and should function. We have to keep in mind that if we are using concurrent use licenses then we cannot run Desktop software that is a newer version than the License Server Administrator. License Server Administrator 10.3 can support: ArcGIS Desktop 10.2.2 ArcGIS Desktop 10.1 ArcGIS Desktop 10.3 ArcGIS Desktop 9.X License Server Administrator 10.2.2 cannot support: ArcGIS Desktop 10.3 License Server Administrator 10.1 can support: ArcGIS Desktop 10.1 ArcGIS Desktop 10.0 ArcGIS Desktop 9.X License Server Administrator 10.1 cannot support: ArcGIS Desktop 10.2 ArcGIS Desktop 10.2.2 ArcGIS Desktop 10.3 If you have any questions or comments please feel free to reply and I will answer the best I can.

The License Server Manager are backward compatible with the different versions of ArcGIS Desktop software. Meaning that if you install License Manager 10.3 on your system, this will provide licensing for Desktop 10.1, 10.2 and 10.3 versions granted licenses are available. The new License Manager and other License Managers typically have port conflicts that cause this issue. You can take a look at the KB article George referenced or you can look at using specific ports that are not in conflict. If you have access to log into your 'My Organizations' found within the my.esri.com site, you can then access Products, Manage Downloads. Once here you can select the ArcGIS for Desktop version that you are looking at installing or have already installed and you will select the 'View Downloads' button under "Actions". Once you are on the downloads page for the Deskti version, you can then scroll down and you will see the ArcGIS License Manager (Windows\Linux\Solaris) and then you can download the License Manager. The software can be found by accessing the my.esri.com website and logging into your global account. Once you have done this your account may need to be associated with your customer number in order to get access to your products of which you are licensed for. If you already have access to your organizaiton, then you will access the Products tab found under My Organizations and then select the Manage Downloads link to see what is available to download.
