Are you sure that you don't have a Fixed extent or something similar set to the selected Map Frame? This would disable the navigation buttons.

The other thing I noticed is that both in ArcMap as in ArcGIS Pro the options Distribute Horizontally and Distribute Vertically are disabled, so there does not seem to be any difference in ArcMap and ArcGIS Pro. ArcMap: ArcGIS Pro What type of elements are selected?

A comment to your question at workaround 2: Is the FILTER tool with the LOW type the same as FOCAL STATISTICS with the RECTANGLE neighborhood at 3x3 and a MEAN statistics type? That is working fine for me. If you look at this help: How Filter works—Help | ArcGIS Desktop , you will see: A low pass filter smooths the data by reducing local variation and removing noise. It calculates the average (mean) value for each 3 x 3 neighborhood. It is essentially equivalent to the Focal Statistics tool with the Mean statistic option.

I already looked (before I posted me answer) and I don't have a file with that name of anything NB* for that matter. I wonder if this has something to do with the data, but the error is very strange. If the data is not too big and you can share it here I can run it on my system, otherwise I would recommend contacting support and registering a case for this.

I just ran a low filter with 10.5 and I had no problems: I do notice that you are using a folder that contains names that start with a number like "2017-11". Try and copy the data to the folder "C:\temp" and try again to see if it might be the folder name.

I noticed that the lines are not continuous: What I would probably do is convert the vertices to points: Create Thiessen polygons from the vertices: Dissolve those Thiessen polygons on the S1, S10, etc or a field containing a unique id identifying the original object ID (like INPUT_FID). Link back the values from S1 to S1000 to those polygon features. Convert polygons to raster: ... and calculate the flooded area: The result will be something like this ("flooded" area in blue): As you may have noticed there are isolated pixels that have height values below the S1000 value, however those get classified as flooded too when they should be classified as flooded. To do this better you could have a look at this thread: https://community.esri.com/message/354091?commentID=354091#comment-354091 You can script this, but since you just have 4 S values, you may not have to do this.

I downloaded the files, unzipped them, but an error occurs when I try to load the shapefile. Next time, it is better to add all the files to a single ZIP and attach that. Could you share the layer as Layer Package? No need to ZIP the file when you attach it to the thread.

Do you mind sharing (part of) the featureclass with the coastal segments and S1, S10, etc attributes. I want to investigate something, but my first impression is that if there are connecting segments with different S1, S10 S100 values, there will be unnatural breaks between them. I wonder if extracting points a certain way and interpolations will reduce that effect. How was the value determined for each segment? Does it really apply to the entire segment or does it represent for instance the center value of the segment?

If you have small stretches of coast line each with different S1, S10 (or any other attribute) values, you may have to extract points from the lines with the attribute value, interpolate those values and then use the raster to calculate those parts underneath the value and set them as potentially flooded. Is that more or less what you want to achieve?

You will first have to create a raster from it using the tool: Terrain To Raster—Help | ArcGIS Desktop A Terrain dataset is not a raster format and the Zonal Statistics as Table requires a raster. If you just want to find the maximum value you could also adjust the stretching to the range of value (range closely around the maximum value) and simply visually identify it.
