The OP mentioned stat Zonal Statistics does not work since values of pixels in 1km raster repeat and the statistics for each pixel is required. Aggregate allows you to do this, although you will need to run MINIMUM and MAXIMUM separately and use Raster Calculator to calculate the difference.

I suppose there is a reason for that. You are not supposed to set the coordinate system to Unknown. I really would like to know why you would want this... Below a method to accomplish this, but I urge you not to since it is not a good practice to work with the Unknown coordinate system: Add a layer with Unknown coordinate system to ArcGIS Pro As shown below, expand the coordinate systems of the Layers and you can add the Unknown coordinate system to your favorites. Now it will always be available to select.

You should use Aggregate—Help | ArcGIS Desktop (or Aggregate—Help | ArcGIS Desktop for ArcMap) to create new rasters with the 1km pixel size applying MIN and MAX as aggregation type which will be applied to the 90m pixels covered by each 1km pixel.

I really wasn't expecting this comment from an experienced GIS user: Why should I have even a coordinate for the feature class or for the image? You really should avoid working in a GIS with a Unknown coordinate system. It is not best practices to do so. If you want to explore the coordinate systems of the layer in your map you should use the Map properties windo, select "Coordinate Systems" and expand "Layers" to see what coordinate systems are in use by which layers. (just like you are probably used to do with the data frame properties window in ArcMap)

As an alternative, but much more limited than the option provided by Kelly (export to CSV only) is using the Attribute Table widget—Web AppBuilder for ArcGIS | ArcGIS . You will have to check the option "Allow to export to CSV" in the configuration.

It is a little difficult to see from the screenshots you attached (next time just paste the original size, it will show small but allows access to the detailed image), but if yo uhave 0 and 1 values, both will be converted to polygons. If you are only interested in the 1's (vegetation) first use Set Null—Help | ArcGIS Desktop to set the 0 value to NoData.
