Land Use Public Comment Questions

A couple of questions regarding the Land Use Public Comment application:

1) Is ArcGIS Server 10.0 or 10.1 required?

2) Is ArcGIS Desktop 10.0 or 10.1 required?

3) Can the application be implemented using ArcGIS Online? In the future?
If so, is there documentation on how to implement the application in ArcGIS Online?

There is a version of the Public Comment application available for ArcGIS 10 and ArcGIS 10.1.  We are testing a configuration of the app using hosted services you can author with an Online Subscription.  We'll update this post once the testing is complete.
