We use Pictometry in our office to assist with appraisals for property tax purposes in Texas. Pictometry is simply imagery data that is flown by plane and associated with our property boundary layer in ArcGIS. Once it's in ArcGIS, I would like to see what changed from one year to the next. If something is there like a Barn has been built in 2017 and it wasn't there in 2016. Can a app recognize the difference in imagery files?

not without image classification and change detection being done. You could do this on a pixel level, but this is of little use to a human... it is the aggregation of pixels into groups of 'changed here' that may ultimately arise from machine learning
