Essential Web Map Functionality for Local Government

What are essential tools, every local government organization should have on their public facing Web Map? I know of one, which is a tool to generate Mailing Labels from selected parcels, any others?

- Identify addresses at a point (reverse geocoding)

- Draw tools to allow users to annotate and design their own map.

- Find easting and northing at a point

- Measure tools
