I find no reference to Quick Capture being used in an offline environment.
It seems to assume, and I presume rely on, connectivity.

Hi mark joselyn ! Apologies for the belated response. Yes, ArcGIS QuickCapture runs offline. You do not need cell coverage to capture with this mobile app. You will first need to download the project (while connected), but once your project is stored locally you can disconnect from the network and capture data. You do not have to do anything in particular for your project to work offline: just download the project and go offline.
In ArcGIS QuickCapture, you can optionally use a map to see all information captured that still is in your device. If you want to use this mapping feature offline, then you need to configure an offline map with the app. This would take an additional step, but it is only necessary in the case where you want people to have a map.
