“TooManyAttributes” dominance error from R&H API

Recently we have seen the “TooManyAttributes” dominance error resulting from the concurrency endpoint of the R&H REST API in one of our non-production tiers.  This is a Roads and Highways 10.5.1 environment and there is an example URL below.   In the R&H API Help “TooManyAttributes”  indicates “A route has multiple values of an event attribute for the same location in a concurrent section.”    We are unclear on what this means in the context of the Concurrency API and asking for some clarification.

What situation will cause the “TooManyAttributes” dominance error?   Does it really indicate an event issue? ...and if so, is there an easy way to identify the problematic event?
