I plan to catch up with the latest AEGIST guidelines when the new edition is released. That said, New York has no plans to introduce Esri topology into our current Roads and Highways geodatabase. Our intersection data is maintained inside NYSDOT's Crash system and we have not yet decided on a strategy for MIRE requirements but I'm not sure whether setting up topology would help us there either.
