Well at the moment I dont appear to be able to cancel license activation files and am also having issues logging a support case to report the issue

Hi Brian, I had a chance to review the issues and it seems you have two accounts in My Esri. One has been given the permission to log a case while the other has not. Please ensure you are using the correct account for submitting cases. For the Cancel License issue, are you not seeing the cancel option? If so please let me know and we can further troubleshoot via email. A reminder.. the cancel file option will only be available if all authorizations have been activated within the license file. Hope this helps.
