I just installed a trial version of ArcGIS 10.4.1. I've used ArcGIS at work and want to check it out at home before purchasing.
I created points and symbolized them using Graduate Colors. The default tiny point symbols appeared, and I wanted them larger. I r-clicked Symbol>Properties of all Symbols (what I've always done...) and nothing! No menu, no options. I've searched for an tried solutions like a new normal.mxt, which didn't work. There was a Maplex on/off idea I tried, too, which didn't work. I'm curious about the video card, but can't find any evidence the problem is a graphics device issue. Are there other settings or approaches I'm missing to change symbols?
I'll be glad to provide other diagnostic info if someone has an idea.
Thanks, Tim

Hello,

Synopsis: Unable to open the dialog box after selecting the 'Properties for All Symbols' option when using the Quantities symbology category in ArcMap 10.4.

I have had this too. Made me select all the symbols, right click and choose the option properties of the selected symbols. That works for me.
Yes, the same thing happened to me. Must be a bug. Wish they wouldn't create new bugs in the updates. *sigh* The suggested solution (select them all and use that menu) does work, just more steps.

I am having this problem too.
It affects our instruction for ArcMap. We are working around it but please fix the bug.

I can't find this bug listed on the Support page. how do you search for it? Does ESRI just delete bugs?
I'm experiencing it in version 10.5.1 too.
This is in future product plan, but not yet fixed.
Alternate Solution:Select all the symbol ranges and then select the "Properties for selected symbol(s)" option. This would allow us to change the symbol properties for all the symbol ranges.
Hi Tim Rood- thank you so much for posting this. I ran into the same issue, this was not a problem in previous versions (specifically 10.3), so I did a search and thankfully you had posted this issue over a year ago. I agree with Maribeth Price - we just have to highlight all of the symbols and then click Properties for Selected Symbols. Thank you all!
If anyone is curious, the SAME bug is still in version 10.5.1, although now it apparently works sometimes, but not others.
