Annotation Symbols Scale Up When Data Frame is Rotated

I have an annotation feature class with multiple symbol classes. Each symbol class has a different marker text background that is a different shape (Schematic Symbology). At a data frame rotation of zero all of the text and symbols look normal. As I rotate the data frame further away from zero the symbols get subsequently larger. I have attached a few screen shots, one with a 0 rotation and the other with a rotation of 270. Any suggestions would be greatly appreciated.

Chris, I don't have an answer for your problem, but am interested in this scenario (diagram).  Wondering if you can share some information about it.  If so, send me an e-mail please.

Can't be sure from just a screen shot, but it looks like the non-rectangle symbols retain their width (in page units, not data units), adjusting their height to retain the proper shape (in data units).  Does this hold true for other angles when you rotate?  That is, are they always the original width on the page?
