As Kelly mentions, we have tentative plans around providing Map Viewer Beta on top of ArcGIS Enterprise in the future. Currently, the idea is it will be available as an extra optional install on top of ArcGIS Enterprise 10.8.1 around the middle of 2020. Beyond that, the new Map Viewer will be built into a future version of ArcGIS Enterprise after it has been officially released (i.e. it is out of beta). Stay tuned for more information on concrete timelines!

Map Viewer Beta is planned to be available in ArcGIS Enterprise in the future,  but we have some more work to do before we have a definite timeline. Philip HeedeHilary Curtis

An optional post-install is a good idea for completely disconnected organizations, but for organizations that are not completely disconnected, an approach with less friction would be to create a way for MVB to be registered with an Enterprise as an External Application.

Alternatively, taking the Survey123 approach and letting it take a portalURL parameter would also be a really nice way of letting organizations introduce it without the need to do any post-installs.
