One option may be to use the "Difference" tool in the Image Analysis window of ArcMap. Documentation about this particular tool can be found below:

Since the difference button makes comparisons pixel-over-pixel, you will want to make sure you preprocess the imagery so that the pixels from both images are aligned prior to differencing.
