How to get multispectral VHR satellite images for two different years? I would like to study urban change detection in my city.

The nodal agency for dissemination of High Resolution Satellites (in your country) would be the right point of contact. Organizations like Maxar, Planet, etc. are some of the organizations providing VHR satellite images globally, but the policies for satellite image procurement is different in every nation. Please check the policies, and proceed accordingly.
