I have a tile package which is suposed to be shown in any scale but currently it has no image in scales beyound 1:4492. So I would like to create another tile package (or even modify the same one) in which users will see images in scales bigger than 1:4492.
I'm using ArcGIS Desktop 10.5.
I've attached the sample tile package.
