ArcGIS Server installed on desktop outperforms VM by double!

Hello everybody,

So I installed ArcGIS Server on Windows 10 desktop (i7-6700 Quad Core), nothing fancy.  I decided to try creating cache on it and I was astonished to see that I can use up to 8-10 SOCs to get close to 100% cpu usage.   In a VMware environment here at work, I can only run 4 SOCs on a 4 core VM when caching.  I also just recently tried deploying ArcGIS Server to  Azure in the cloud and yielded the same results.  Basically for each SOC it takes 25% cpu in a VM environment.

So why can I simple desktop outperform VM by double?!?

For those of you wondering about disk IO.  My desktop has an SSD but also tried it on the crappy 7200 RPM drive and had the same results.

Also disabled any anti-virus applications, no difference.

To keep things fair I also used a local File Geodatabase.  However, I experimented with and external SQL Server Box and it had little impact on performance.

Any thoughts?
