Portal for arcgis unable to configure to be the new standby

Hello
In a Portal for ArcGIS installation in HA, the following error is reported in the logs
<Msg time = "2022-01-10T13: 23: 43,968" type = "SEVERE" code = "216029" source = "Portal" process = "242760" thread = "1" methodName = "" machine = "FQDN" user = "" elapsed = "" requestID = ""> HA: Unable to configure FQDN to be a new standby. Restart the Portal for ArcGIS service onFQDN and if the problem continues, contact Esri technical support (U.S.) or your distributor (customers outside the U.S.) to continue troubleshooting. </Msg>

installation is
ArcGIS Enterprise 10.8.1 on Windows Server 2019

I have seen error messages like this in our systems before. These errors will show up if we accidentally reboot our hosts too close together (following windows patching).  The only fix that we found is to reboot the hosts again with sufficient time in between and watch the logs to make sure they are coming back online correctly. It has taken up to 3 reboots to get the hosts back in sync.
