Performance issue for Portal for ArcGIS 10.5 in high availability environment

We are facing performance issue for Portal for ArcGIS 10.5 in high availability environment. It was running fine until a failover happened and I assume the recovery didn't went well.
Error in portal log "HA: error in HA plugin. The semaphore timeout period has expired"
Publishing map service and GP service is taking lot of time, sometimes upto 30 minutes for a simple map services.
One more behavior, initial listing of all the services is slow but after 2 minutes all services appears in list.
We tried restarting the environment, but no success, the performance issue is still there.

Just curious, are both sides of your Enterprise architecture in the same data center?  If not, are they geographically close to one another and is there sufficient network connectivity between them such that latency is not an issue?  I've seen issues before with HA setups where half of the architecture was running in one data center and the other half was running in another data center miles and miles away.
