Job Description:
Raleigh Water is seeking a senior-level Technology Analyst to provide technical expertise and leadership for Raleigh Water’s GIS data and application development/management. This role will ensure data and application availability, quality, and integration to support high-level decision-making, operational efficiencies, and strategic initiatives across Raleigh Water’s GIS-centric applications.
Our ideal candidate is a self-starter, motivated to develop and execute geospatial strategies in a collaborative team environment. Key to this role is enthusiastically promoting the value of geospatial solutions and proactively seeking to employ emerging technologies to expand the geospatial capabilities of the department.
Duties and Responsibilities:
- Leads the design, development, and maintenance of GIS applications, including web and mobile platforms, to meet diverse departmental and cross-departmental needs
- Develops and enforces GIS data and schema policies to ensure the best available departmental data is consistently maintained, integrated, and utilized across Raleigh Water Portals, SDE, ArcGIS Online
- Researches, evaluates, and implements emerging technologies and methodologies in GIS, programming, and spatial data management to keep departmental practices innovative and efficient
- Serves as a mentor and technical resource to GIS team members, fostering professional growth and ensuring adherence to best practices in software development, data management, and geospatial analysis
- Participates in and leads Raleigh Water GIS projects and application development to enhance workflows, optimize processes, and solve advanced technical challenges
- Manages and maintains detailed documentation, including system design, development processes, scripts, and source code, for records and continuity
- Designs, develops, and manages GIS data schemas for integration with Cityworks, GIS web applications, and 3rd party integrations
- Leads departmental efforts in integrating GIS systems with other systems, ensuring seamless interoperability and efficiency
- Guides the implementation of advanced database design principles, geodatabase versioning, and replication strategies
- Collaborates with leadership and stakeholders to define project goals, timelines, and deliverables, ensuring alignment with departmental and citywide strategic objectives
- Oversees complex project management activities, ensuring timely delivery, resource optimization, and alignment with organizational priorities
- Proactively identifies risks and implements mitigation strategies to safeguard data integrity, application performance, and project success
- Advocates for the adoption of cutting-edge technologies and techniques to drive innovation within the GIS division
Knowledge, Skills, and Abilities:
- Proficiency with Python, JavaScript, SQL, and PL/SQL
- ESRI APIs and toolkits, advanced functionalities within ArcGIS Pro Portal, and ArcGIS Online
- Proficient in advanced data modeling, database design principles, and relational database management systems (RDBMS) best practices
- Expertise in enterprise geodatabase versioning, replication, triggers, attribute rules and management
- Municipal water/sewer systems and utility network management (preferred).
- Strong theoretical and practical knowledge of project management principles, methodologies, and tools
- Mentoring and leading technical teams, fostering collaboration, knowledge sharing, and professional growth
- Leading GIS projects within a municipal or utility environment
- Designing and implementing solutions that integrate GIS with asset management systems such as Cityworks
