Table to Excel, Excel to Table not working in 10.3.1

I've noticed I get a red X by input table on each of these tools and when trying to run them it gives an error.  Anyone else notice this?

I have reverted back to 10.3.

What's the error Tom? Perhaps there is something about your table it doesn't like?

That is the error, and it comes up when I hover over the red X.  This is before I even add a table.

I tried that to both the 64 bit version and the 32bit version site packages folder and neither worked.  Next I tried it on my coworkers 10.3 machine.  It didn't give me the red X until after I selected my excel file.  It gave the same kind of error.  So it must also be related to the file.

I opened the file in Excel and it gave a message about it may be corrupted.  Opened and resaved it.  It still would not work in my 10.3.1 conversion tool.  It now works fine in 10.3 conversion tool.
