Parameters are not enabled once publish a geoprocessing service to Arcgis Server

I could not see the parameters once I publish the Geoprocessing service to the ArcGIS Server. Please see the screenshots for more details.

I have written a model to convert user provided DWG files to Shp files. When I run the Model in ArcGIS it asks user to select the dwg files  and also asks the save folder to save the converted shapefiles.

But when I publish this to arcgis Server and run it is not giving options to select the folder and save files. You can see in the down it is not giving an option to open or save folder.
