How to split polygon on parts with equal number of points containing inside?

Hello.

Another way to solve the problem described here

may be splitting the polygon that contains number of points. But splitting based on a number of points.

So the result should be a set of polygons where every polygon contains (almost) equal number of points.

Haven't found any tool that do so.

Spatially Constrained Multivariate Clustering—ArcGIS Pro | ArcGIS Desktop 

is the only tool I can find which specified the minimum and maximum size of cluster.  Polygons or points can be used as inputs, but I don't see reference on how to combine both of these as one within the other

Description is realy what I need. But I haven't found this tool in ArcGIS Desctop... Looks like it's only for Pro?

Is is part of the spatial statistics toolset, which is available at all license levels for ArcGIS Pro.  I don't use ArcMap, but its help

suggests that it isn't available for ArcMap.  I don't know what algorithm they are using, but there may be python modules that perform similar functionality if you can track them down
