I???ve used right click spatial join in ArcGis 9.3 in order to join average value of more than 6000 points data to 300 points, but the problem is I don???t have any control on it, I don???t know what distance has been applied for selecting points and calculating the average value, there is no box for defining it. In addition there is a suggestion by ArcGis help to use ArcTools if you have so many data to join, but in the tools there is no function for calculation average value. I was wondering if anyone knew how it works or gave me an alternative way to cope..

Try the Spatial Join geoprocessing tool.  In the tool dialog box, there's a "field mapping" control.  You can right-click on a field in this control and select "Mean", which will average the values.  See:
