Can someone please tell me why create role doesn't work?

So I have a Local Government Model schema SDE geodatabase and every time I try to use the "Create Role" data management tool, I get an Underlying DBMS error.  The geodatabase is stored in SQL Server 2008 R2 SP 3.  I've attached the error message to this thread.  Someone please tell me why this is happening.  I don't want to have to use SQL Management Studio to add roles to DBs, but I will if ESRI's tool doesn't work.

Please help.

Does the user that is running the tool have permission to create a role in SQL Server?

Which user is creating the role, geodatabase admin or another user?

This looks like known issue.

BUG-000093032 : ‘Create Role’ tool fails with ‘Error Creating Role’ error for SQL Server geodatabases at 10.4

NIM102049: Unable to revoke database roles from SQL Server 2012 users using the Create Role geoprocessing tool or arcpy.CreateRole_management.

What is the ArcGIS Desktop Version you are using.

Version 10.4.1.  So it appears it's a bug then and yes, I have adminstrative rights to the database.  Thanks.
