Texas pipeline DIMP: Help finding “current & future excavation” GIS layers for pipeline risk

I’m building the excavation/construction exposure component of a DIMP-style risk model for gas distribution pipelines in Texas and could use guidance from practitioners who’ve done this at scale. I’ve already downloaded the TxDOT project layers  and can reliably flag segments near roadway projects that are under construction, let, or scheduled—great coverage for transportation-driven digs.
Could you please share what methodology you followed for this analysis and which GIS layers you used  to find areas where digging/excavation is happening now or in future (next 5 years maybe)? how you turn it into a clear LOW / MED / HIGH score per pipe segment. If you have links to recommended layers or a  ArcGIS workflow, I’d really appreciate it.
