Is the YPN only limited to those living and working in the United States?

I am trying to join but the survey states "You cannot submit records to the survey since you are not field worker or the survey owner"

YPN is indeed a global network! Our YPN survey has officially been revamped, it can be found here. Or by going to the YPN GeoNet landing page and selecting the Survey from the Get Connected section.
