i use arcgis 9.3 but how can i open this e00 file can you help me pleasee?? can i open one by one or complete??

Importing a .E00 file is a ArcGIS Desktop toolbox function.  Check out: http://resources.arcgis.com/en/help/main/10.1/index.html#//001200000046000000

This is not a Geoportal Server function.  If you have other questions, it will be better to direct them to the Products > ArcGIS Desktop forum.
