The answer to your second question "Is it possible to use ISO 19115 in ArcCatalog?" is yes. You can set the format for the metadata view you are looking at in ArcCatalog using the following steps:
- Under main menu go to Customize -> ArcCatalog Options
- Go to the "Metadata" Tab
- Under "Metadata style" select the type of metadata you would like to use
You can also add Metadata tools to your ArcCatalog toolbar using the following steps:
- right click somewhere on your ArcCatalog toolbar
- select "Customize" from the pop-up menu
- Go to the "Commands" Tab
- Scroll down the list and Select "Metadata"
- From the right hand list, select the tools you would like and drag them to the Toolbar
Using this method you can add buttons to your toolbar for Metadata validation, and Metadata Export. The latter is very helpful if you want to export a different format of metadata from your standard format (whatever that is).

I was seeing similar when exporting ArcGIS style metadata to ISO 19139. None of my Online Linkages of the https:// variety would export out! After some digging into the ArcGIS2ISO19139.xsl that supports this transformation, I saw what looked like a dependency on online linkages being provided as either http or ftp. I change my https:// to http:// and my online linkages now export.
