How to tell what rule is restricting edit in the utility network?

Hi all, I'm currently unable to move the device feature shown in the above graphic (to snap to end of above line). Is there a way to show the rule that is preventing it from happening ?

A network topology rule won't prevent you from moving the feature, it will just create a topology error after validation.  

If you are trying to move it and it won't move, it could be an attribute rule that is causing the issue or more likely resolution snapping issue.  I would suggest contacting esri support to pursue further.
