Basemaps crash in ArcMap (Desktop 10.7.1)

I have a student that says her basemaps are crashing when she tries to open them in ArcMap without logging into to ArcGIS Online.  This was not an issue in 10.6.1.  I am using 10.6.1 for my classes, so I do not have any experience with 10.7.1.  Any suggestions?  Thanks in advance.

I'm having issues with this as well. In my case, the basemap itself freezes up and won't move if I pan or zoom. Additionally, if I'm in an edit session drawing new lines or points, I can't see those lines or points until I stop the edit session. This behavior doesn't happen without basemaps so I'm pretty sure that's where the issue is. It's incredibly frustrating and time consuming because I basically have to restart ArcMap every time this happens.

It is likely that they have activated the "hardware acceleration" tool, I suggest you deactivate it:

  1. Go to Customize> ArcMap Options and navigate to the Data View tab.
  2. Uncheck the Hardware Acceleration box for the layers, finally click on ok
