Raster Function Template works on mosaic, but fails on image service

I created a ElevBathymTintedHillshade.rft.xml on a derived mosaic dataset and exported out to use with AGS 10.2. The function chain works great on the mosaic, but when I export out and apply to image service of same mosaic the result seems to be missing the pansharpening function, even though it's in the rft.

MOSAIC
[ATTACH=CONFIG]29537[/ATTACH]

SERVICE
[ATTACH=CONFIG]29539[/ATTACH]

using the same rasterfunction template on both.

any ideas?

UPDATE: was able to get the rft.xml to work by exporting from symbology tab of mosaic properties of image

well, it did work for a while. For some reason I CANNOT duplicate again. So, I'm back to square one. function works on mosaic but not on image service. GRRR..

Using ArcMap has created a standard set of raster functions to apply to all aerial image. The standard set of functions can be applied to stand-alone raster datasets or to mosaic datasets.

Which workflow should be used to apply the standard set of raster functions used by the department?

Can you help me explain?
