Point to Raster Question about raster value assignment - interpolation?

Does anyone know how 'point to raster' deals with uneven point distributions?  I've seen the documentation on controlling how it deals with the issue of multiple point features per cell (cell assignment type option) BUT what if there are no point features within a cell.  Will it run some sort of interpolation of surrounding values to force an assignment?

If there are no points in the cell then that cell will be assigned a NoData.
