There is currently a suggestion for a parcel namer tool that functions outside of the fabric. Please follow this link and "Promote" the request. You can also find the request by going to "ideas.arcgis.com" and searching for "parcel namer".

The snakepin tool was updated for ArcGIS 10 and included in the developer kit.

A generic tool is a good idea but the UI is tricky as everybody has a different way of attributing polygons.

Frankly, I'd like to have a Snake-PIN like tool for simply numbering subdivision lots.  It's a bit cumbersome and takes a while having to attribute 20 blocks with 20 lots in each block.  For that, just having the ability to do a simple increment of 1 would be good.  I used the Snake-PIN tool all the time in 9.1 or whatever the last version was that supported the tool.
