Am I understanding correctly that ArcGIS 10.1 and 10.2 only support 64 bit versions of Oracle? (http://resources.arcgis.com/en/help/system-requirements/10.2/index.html#//01510000006s000000)

Does this mean that Oracle XE 11 is no longer supported, since there only exists a 32 bit version? It used to be possible in 10.0 to use XE for development purposes (http://resources.arcgis.com/content/arcsde/10.0/oracle-system-requirements). XE 12 has a 64 bit version, but 12 is not in the list of supported versions.

Yes, effective 10.1, ArcSDE is exclusively 64-bit.  It's been difficult to find a new 32-bit
computer over the past few years, and it's probably impossible now  (non-Intel machines
have been exclusively 64-bit for nearly two decades).

Oracle XE 11 never was supported, and the only reason XE 10 was supported was that it
happened to work (even though no other 10.2.0.1.0 release did)

It will likely be a while before Oracle 12c is supported -- Oracle hasn't released a Windows
version yet.
