Master Geodatabase & User Schema geodatabase

We have a master geodatabase and 2 user-schema geodatabase (Projects & Survey namely);

From ArcCatalog - direct connect to "project" user-shcema GDB and choose SDE schema from the list.

Question:
Can I create feature class on SDE schema from user-schema connection?

1) If �?? YES then
Who will be the owner of the feature class? and
Where the table is get registered? In Master or User Schema GDB

2) If �?? NO then

We encounter situation here -

From ArcCatalog - direct connect to "project" user-shcema GDB  and choose SDE schema from the list.
Action: -
Try to create new feature class �??  got an error message as below
�??Failed to create feature class.
User-schema owner cannot create/load data in master (SDE) instance�?�


Action �??
Click Ok on the above error message and
Try creating again now able to create without any error message?

Seems something wrong ? isn't?

No, you cannot create tables in the SDE schema as a user-schema user.

A user-schema geodatabase is a contract that you'll:
1) Only create tables as that user in that schema
2) Never create tables in any other schema

try granting the user-schema geodatabase the oracle role "DBA" privilege, then check.

please update us after performing the grant.

DBA access is never necessary for normal ArcGIS operation.  It is a dangerous security
practice to grant DBA unnecessarily, and there is no justification from this situation.

We got answer from ESRI for this issue!

This is a bug logged under NIM087273, The fix is available in 10.2.1 version.
