In what versions is AddRelate_management supported?

I cool function I recently learned about is AddRelate_management which adds a relation to a table. I'm working on ArcGIS 10.3.1 for Desktop and apparently this function is not supported and even a Google search of "AddRelate_management" would only yield five results at most.

Is anyone using this function? How can I get it?
