Feature datasets exist for shared management of feature classes. It is not possible to manage permissions of dataset members outside that of the dataset (and if you attempt to do so ouside ArcGIS, you will likely encounter strange situations, where the actual permissions are ignored because other FCs in the same FD do not share permissions). - V
