ArcGIS Aviation Airports 10.4.1 - Take off surfaces not generated

Hi, using the Aviation Airports tool, I desperately try to generate ICAO Annex 14 obstruction identification surfaces INCLUDING take off surfaces. All surfaces are generated EXCEPT the take off surfaces. Even the settings for these surfaces are not available in the tool window (see below).

What am I doing wrong?

The take off climb surface is available in 10.5.1 and 10.6.
