Currently our organization utilizes sdelayer -o alter to reset the spatial envelope for feature classes where the extent has been expanded too large (often by users inadvertently using UTM coordinates in our data that is stored in decimal degrees).  Since the addition of the Feature Extent tab for feature class properties in ArcCatalog we can use that for the feature classes themselves.  However, if the feature class(es) participate in a topology the T_n_DIRTYAREAS, T_n_LINEERRORS, T_n_POINTERRORS, and T_n_POLYERRORS are also at risk of having extents that are not valid in decimal degrees.  We will need a tool (or process) to fix these prior to when the sde command line tools stop functioning entirely.
