Looking for a GIS layer showing states that issued "stay home" orders

That's great to hear.  Looking forward to seeing what comes of it.  Hopefully it's both the Shelter in place and testing sites.  The red cross site does what we are looking for very well and it's very up to date at the municipality level.

We are tracking this info in three layers:

Search for each in ArcGIS Online

1) US States COVID-19 Related Restrictions

2) US County COVID-19 Related Restrictions

3) US Locality COVID-19 Related Restrictions

Each restriction has a link either to the news article or the actual executive order. 

Here is a dashboard we created where the information is displayed and how we are using the filters:
