Ken - you can find two COVID-19 reopening solutions here  The ones I'm seeing are the Facility Mapping Solutions for COVID-19 Recovery and Coronavirus Business Reopening solutions. 

In addition, there's a blog post here that discusses one of the solutions.

The Coronavirus Reopening solutions is a set of free webinars one can view to learn more on what apps/workflows are available.

For the Coronavirus Business Reopening App - it requires an ArcGIS Online organization and Creator User Type and ArcGIS Notebooks and ArcGIS Dashboards.  In this case, I would think there is a cost for the software but this is better answered by your Esri Sales person.
