I am an instructional designer working with faculty and students at a college, and would like to incorporate historical maps (and not just images of those maps) as layers which could then support adding map notes, pins, etc. An example from the gallery would be the "Copernicus and His Universe" story, which uses maps from 16th c. Europe in a dynamic way that is capable of supporting pinned locations, etc. My question is, how do I do this?
that would entail georeferencing the maps... in ArcMap ... an introduction to the process is described here

So another option would be to search online for historical maps that have already been georeferenced, and then add them to the "My Content" area of ArcGIS.com, and then they would be available for use in Story Map projects. Correct?
Yes that would be an option... but finding some students to do the georeferencing would be as well
