Story Maps let you embed web content from a web page or iframe, so you can use any charting/graphing web service that can be shared in these ways. There are a lot of options out there for developers and non-developers.
Soon Esri will be releasing it's own graphing tools in the forthcoming Insights app and we'll be working to incorporate Insights charts into story maps in future releases.

That type of story looks like the Map Journal format. In this format, you can add charts, photos, videos, etc. Here is a link to get started with this:

Mat, it looks like that is a custom web page. You can access the map journal of the Uprooted but that rest is a custom web page that Esri designed (I am guessing):

I believe there will be a beta this summer and v1 release later this year.
Yes, Adrian is right -- that chart for the Uprooted story was a custom chart designed by the developers who worked on that story.
