Transparent form controls don't render transparent over globe/map controls

Hi All, we have map/globe application (c#) and want to overlay transparent form controls (e.g. picturebox/user control/panel etc..) over the map/globe controls; however, nothing renders transparent over these controls.  The transparent controls render fine on top of other UI controls, just not over the globe/map controls.  So for some reason, the map/globe controls don't seem to allow any transparent controls over them.

We also tried popping up semi-transparent floating forms over the globe/map controls, and they do render semi-transparent, but as you as you pan the globe/map, the form starts to flicker.  The flicker only occurs when the form is over the globe/map control.

1)  Is it possible to have transparent UI controls on top of the map/globe controls?  If so, how does one achieve this? If not..an explanation as to why would be great.
