How to Select the Feature that lies under the mouse click in ArcMap through Vb.Net?

Greetings,

I simply want to select the feature of the top most layer which is clicked on by the mouse cursor in the map. SO I clicked on the map and I select the feature (of the top most layer) that is located there under the mouse click programmatically and without using or calling the "SelectFeaturesTool" of ArcMap. Is there a vb.net code to do that...
