I have an application that draws a map and allows the user to draw a polygon over the map. However, after the polygon is drawn on the map all of the annotation inside that polygon vanish (parcel numbers, street names, etc.)
I cannot see a way to move the level of the graphics. Adding a weight to the labels doesn't seem to help either. Any suggestions?
I think I would like to know how to set the "Default Feature Weight" in ArcObjects.

Update: It is even worse. It is not the polygon that blocks out the annotations, but the EXTENT of the polygon that is blocked out!!!!!
