Unable to create project; elastic pool has reached it's storage limit??

Our organization is trying to create a brand new workforce project, but we are encountering an error.  This occurs right after the Create Project button is selected and a name/summary is picked; the project begins loading but the following error appears:

Note we've tried a couple different times to create a project, using different accounts (eg. a creator and an admin AGOL account) and also with different names but keep getting the same error.  Any idea why workforce would be throwing this error?

This error can occur when your organization has reached its storage limit/capacity. Do you have the standard data store?

You can contact Technical Support; as they can help walk you through how to address this.
