Workflow Manager service

Hi ..

Am trying to create ArcGIS Workflow Manager service ..

Is it a must to have an ArcGIS Server license that contains the Workflow Manager Server extension to create this service ?

It may seem a simple question, but I didn't find a resource that confirms this assumption ..
