Why are random feature layers turned on in a web map service when they have been turned off in ArcMap before published?

I work in ArcMap 10.8.1, ArcGIS Enterprise 10.8

I prepared feature layers in my gdb to be published as a web service like I always do. I keep some of them defaultly turned on, the rest is turned off (unchecks in ToC).

When I publish the service and view the web map, some of the layers (randomly) are turned on (those which were turned off before publishing). What can be the reason for this? What is this behaviour?

We are consistently having this problem as well. Do those layers reference the same feature class but maybe have different definition queries.
